Dr Aboagye’s qualifications include a PhD in Public Health and wellbeing with Research specialty focusing on the National Health Insurance Scheme in Ghana from the Leeds Beckett University (obtained in 2016), a Master's degree in Public Health and Health Promotion (obtained in 2010) from the same university, and a Bachelor of Science degree in Chemistry from the University of Cape Coast (obtained in 2006). His other qualifications include a higher national certificate in pharmacy technology from the Kumasi Technical University obtained in 2002. 

Prior to being appointed as Chief Executive Officer of the National Health Insurance scheme, the 45-year-old national health insurance expert served as the Director of the Health Promotion Division of the Ghana Health Service, from December 2019 to February 2024 and bring to the table a wealth of experience in the fields of National Health Insurance Finance, Public Health, Health Promotion, Health Policy, Health Economics, Health Finance and Epidemiology.  

He led Ghana’s risk communication efforts and was part of the presidential taskforce for the management of covid-19 pandemic in Ghana from 2020 to 2023.

He was the cohort leader and lecturer for Public Health and Health Promotion programme at the University of West London, United Kingdom from 2016 to 2019 and an external examiner on National Health Insurance Financing, Public Health and Health Promotion at both the University of Salford and London Metropolitan University till now. 

Furthermore, within the ECOWAS community, he has the honour of chairing the Public Health Risk Communication and Community Engagement for Disease Control within the West Africa Health Organisation. This role entails facilitating experience sharing, advocacy, learning, and promotion of better health through building stronger health systems across the 15 ECOWAS member states towards achieving universal health coverage and sustainable development goals. He has been in this position since 2022 till now. 

Additionally, in 2023, he was appointed as the Chairman of the Africa CDC Public Health Risk Communication and Community Engagements Community of Practice for the 54 member states, aimed at promoting best practices, health system strengthening including national health insurance finance, continuous learning and knowledge exchange in Africa. 
He has about eleven (11) impactful research papers in field of health insurance, public health and health promotion and has presented his research work locally and internationally extensively. 

Dr Da–Costa Aboagye has received numerous prestigious awards and citations, including the MTN Young Professionals Role Model in Health (Gold Category, 2020), the Golden Citizen Award (2021) and overall National Best Health Leader of the Year 2023.  

He was honoured with the Order of the Volta – Companion Category, the highest award of the Republic of Ghana, for his contributions and sacrifices during Ghana's response to the COVID-19 pandemic in 2023.

                

Dr. (Mrs.) Yaa Pokuaa Baiden is a Pharmacist whose career spans over two decades in Executive Management, Marketing, Procurement and Supply Chain systems within the Public and Private Health Sectors. She has also held various leadership positions within the Pharmaceutical Society of Ghana including her past role as the Chairperson for the Western Region.

She worked at Effia Nkwanta Regional Hospital, Takoradi Hospital and was in Senior Management positions at DAAMASS Company and DANAFCO Limited where she developed business strategies to drive superior market place execution while maximizing brand performance. She is credited with redesigning business processes to increase organizational efficiency and profitability. She is currently the Deputy Chief Executive in charge of Administration and Human Resource at the National Health Insurance Authority.

Yaa Pokuaa Baiden holds a Master of Business Administration in Project Management from Ghana Institute of Management and Public Administration (GIMPA) and a Master of Business Administration from the Swiss Management Center University.

She also possesses a Pharm D and a Bachelor’s Degree in Pharmacy from the Kwame Nkrumah University of Science and Technology Ghana, a post graduate Diploma in Management from International Management Association (IPMA) UK.

She is a Chartered Management Consultant and a Chartered Professional
Administrator. She has served on several Committees and Boards including the Pharmaceutical Society of Ghana and the Chartered Institute of Administration and Management Consultants where she is a fellow of the Institute.

She has attended several International Conferences and Seminars in Geneva, South Korea, Thailand, UK, etc.
She has published articles in Quality Assurance and Internal Audit Performance.

Yaa Baiden is an astute Administrator who is practically oriented and ethically guided
to manage business operations & management systems of an entity with scarce resources. She loves mentoring and coaching young professionals in their field of endeavours.

Prior to his present appointment, Dr. Gustav G.L Cruickshank was a lecturer in MBA, MSc and BSc degree programs in various institutions in the UK. He also worked with organizations such as Arthur Andersen representative office, Intercontinental Bank, LCBM (UK), Gabem Group (UK), Zenith Aegis Ltd (UK and Ghana).

 He has over fifteen years international experience in management consultancy, accounting, finance, auditing and operations and strategic planning. Dr. Gustav Cruickshank is a Chartered Accountant and has an MBA in Finance and PhD in Strategic Management.

He is a Fellow of the Association of Chartered Certified Accountants, UK (FCCA), the Institute of Financial Accountants UK (FFA), the Institute of Business Consultancy UK (FIBC), a member of the Institute of Chartered Accountants, Ghana (ICAG) and the Institute of Internal Auditors (IIA).

Mr. Ahmed Imoro joined the Controller and Accountant General Department in 1995 and was seconded to National Health Insurance Authority as Principal Accountant in 2005. He was later appointed the substantive Deputy Director of Finance and has since 2006 been the Acting Director of Finance.

Mr. Ahmed Imoro has a Masters Degree in Business Administration (MBA- Finance) and a Bachelors degree in Business Administration (Accounting and Finance) from European University of Lefke.

Dr. Francis Mensah Asenso-Boadi, Director, Provider Payments Directorate (PPD) has in-depth expertise of the Health insurance with over a dozen peer reviewed papers to his credit.

He is responsible for providing economic inputs to the setting of prices of medicines and tariffs for the benefit package of the NHIS. Prior to heading the PPD, Dr Asenso-Boadi was the Deputy Director for Policy and Research and was in charge of surveys and dealing with research proposals in the Research & Development Directorate. He was also the Co-Principal Investigator for a collaborative research work between the NHIA and Korea Foundation for International Healthcare (KOFIH) which was undertaken in the Volta region of Ghana.

He was the national Coordinator for the pilot of inclusion of family planning as part of the NHIS benefit package.
Before joining the NHIA in August 2007, Dr. Asenso-Boadi taught as a lecturer at the Department of Economics, University of Cape Coast where he introduced two new courses, namely Health Economics and Economics of HIV/AIDS.

Dr. Asenso-Boadi has a PhD in Economics (specializing in Health Care Financing) from Strathclyde University in Glasgow, Scotland with his thesis titled “Finding sustainable means of financing health care in Ghana: are the people willing to pay?” which is published as a book. He also holds an MBA in General Business Administration from Hull University, England and a first class honours bachelor degree in Economics from the University of Cape Coast. 

Oswald is a Business Development, Marketing, and Communications Strategist with vast experience in Public Health Insurance, Financial Services, Media, and Real Estate sectors. Prior to relocating to Ghana, Oswald was the Business Development Director at Matrix International Holdings Ltd, U.K. where he had management responsibilities for driving the company’s business development growth, marketing & customer service initiatives, and other functions. His stewardship contributed significantly to the start-up company achieving a record turnover of approximately $195Million circa annually after a few years of operation. His duties also included establishing client relationships and developing a chain of business partners in the United Kingdom, Ireland, Italy, and the United States of America after he joined the group in September 2004. His earlier career included critical roles with the London Borough of Bexley in Bexleyheath, U.K., Multimedia Broadcasting Company (JOYFM), Accra, Ghana where he performed incredibly well.

Having acquired a wealth of work experience over the years in both public and private sectors, he is undoubtedly a valuable asset to Ghana’s National Health Insurance Authority (NHIA) as he continues to show tenacity and a great depth of understanding in his dealings with management and a myriad of stakeholders.

Oswald graduated from the University of Leicester, U.K. with a Master of Business Administration, Finance Major Degree, and also possesses a Post Graduate Diploma in Marketing Management with the Chartered Institute of Marketing (CIM, United Kingdom) and another Diploma in Public Health Systems Management from the Galilee International Management Institute, Israel.

Oswald co-authored a book with the Joint Learning Network (JLN) for Universal Health coverage titled: Strategic Communication for Universal Health Coverage. A Practical Guide.

Mr. Magnus Owusu-Agyemang joined the Actuarial Directorate of the NHIA in March 2010 and is now the Acting Director.

Prior to joining the NHIA, he worked with firms such as Retirement Horizons and Deloitte Consulting in the US State of Texas, where he was involved in the evaluation of Defined Contribution Pension Plans.

In Ghana, he has also worked in audit and financial controls at KPMG Ghana.

Magnus holds a Master’s degree in Actuarial Science from the National University of Ireland, Dublin, Ireland and a BSc. (Hons) from the Kwame Nkrumah University of Science and Technology, Kumasi.

He is a Fellow of the Actuarial Society of Ghana.

Richard Agyemang-Badu has over 25 years’ working experience in both private and public sectors. He has worked with the Authority for more than 16 years at various positions across multiple Directorates. He joined the Authority as an Internal Audit Officer and later became Senior Operations Manager at the Membership and Regional Operations Directorate. He has also worked as the Regional Director at the Ashanti Region and Deputy Director at Claims Processing Center in Kumasi. Prior to his appointment as the Acting Director of Budget and Management Accounting, he was a Deputy Director in the Finance and Investment Division.

He is a Chartered Certified Accountant and also a member of the Institute of Chartered Economists (Ghana). He holds Bachelor of Laws from the Central University (Ghana) and Master of Science in Accounting and Finance from the University of Northampton (UK).

Dr. Yaw Opoku-Boateng is a medical doctor by profession. He joined the NHIA in 2017 as a Deputy Director and now an Acting Director.

He practiced as a medical doctor at Tamale Teaching Hospital at the pediatric department prior to his appointment. Dr. Opoku-Boateng previously worked as an external clinician to the Authority. He has also served as Trainer of Trainers for UNICEF.

Dr Opoku-Boateng hold 2 master's degrees. A Master’s degree in Public Health from the University of Ghana as well as a Master’s in Health Economics, Policy and Management from the London School of Economics (LSE).

He is a member of the Ghana Medical Association
